How do I get a cute, trendy wardrobe without paying more than 20$ for each piece of clothing?

Also if you go to outlet stores, there are a lot of good deals,
like my mall has a Nordstrom rack, which has all of Nordstom's leftover pieces. I got a cute pair of Roxy shorts there for $17 today(down from $40). They also have major brands like Juicy Couture, Free People, True Religion, Nike, Betsey Johnson, Adidas etc. However, most of the designer labels will never get marked down past forty or fifty dollars, but sometimes it's worth the splurge!
I would just recommend going to stores you like, and look for the sale racks because you can find some GREAT deals.
I'm not sure about your style, but places like Delia*s and Hollister sometimes have pieces for as low as $9.99. You'll usually find sale prices to be more around $12-$16 though. Plato's Closet, a chain consignment store also has tons of gently used brands like Roxy, Hollister, American Eagle etc.
If you have a more edgy style, there are tons of great finds in thrift stores, and some consignment stores too.

forever 21 has good prices, and also check if you have a platos closet near you. platos closet is "recycled" clothes. people sell back their clothes, and they have to be in basically perfect condition...and then plato's sells then for fairly cheap, and there is always a bunch of cute stuff in stock

Shop clearance racks - there's usually good finds if you look hard.
Buy simple pieces (cheaper) and accessorize with things like scarves or jewelry.
I find Old Navy is really cheap and decent quality. But, you get what you pay for.
