Yes, but the selection is likely to be limited. They may not have the shoe you want, or not have it in your size. Outlet stores are often filled with "seconds" with flaws which do not affect wear (but may show) and older shoes which did not sell at other retailers and were sent back the the manufacturer.
Oh yes. A lot of cheaper. But like what's been said, it's going to be a lot of shoes you probably haven't seen and shoes that may have a defect you can tell(probably not) and a defect you probably can't tell. (the bottom soles of the shoes in the outlet might be going forward while the ones in the stores might be backwards)
Always unless the store has made the price so low they are giving them away.
